Public public discussion of the professional standard for a group of professions

Kharkiv IT Cluster, in partnership with the National Qualifications Agency and with the participation of 20 companies, educational institutions and organizations, has prepared a draft professional standard for a group of professions: «Chief Software Specialist», «Software Developer», «Computer Program and Software Development Specialist».

The development was carried out in accordance with the requirements of the Procedure for the Development, Implementation and Revision of Professional Standards, approved by the Resolution of the Cabinet of Ministers of Ukraine dated May 31, 2017 No. 373 (as amended).

A professional standard is a regulatory document that defines the set of knowledge, skills, abilities and competencies necessary for the effective performance of professional activities in a modern business environment.

The standard fixes what knowledge, skills and competencies are needed by specialists at each level. It directly affects what is taught in universities, how companies build grades and evaluate people, how qualifications without formal diplomas are recognized, and how well Ukrainian specialists are understood in the international market.

We invite representatives of the IT industry, team leaders, recruiters, HR managers, representatives of corporate educational departments, scientific and pedagogical workers, and developers to a professional discussion of the draft standard.

What needs to be done?

• Read the text of the draft;
• provide comments, suggestions, and suggestions to edu.manager@it-kharkiv.com;
• share relevant practical cases that are appropriate for consideration.

Deadline and form for submission of proposals and comments

Proposals and comments are accepted until June 6, 2026. When sending a letter, be sure to indicate your full name, position and organization you represent.

Term and method of publication of discussion results

The results of the discussion will be posted on the official website of the Public Union «Kharkiv Cluster of Information Technologies within the period of development of the draft professional standard for the group of professions «Chief Software Specialist», «Software Developer», «Computer Program and Software Development Specialist».
